Rep. Grace Napolitano may or may not know that’s she’s been paying homage to good ole Leap Day William on the House floor today. According to 30 Rock, LD William emerges every Leap Day to trade children’s tears for candy. Lets hope Rep. Napolitano doesn’t have a sweet tooth.
