Can someone please explain to us why DNC Chairman Kaine announced the start up of 37-member commission to study the party’s primary and caucus calender? [go back to bed]

First of all, does it really take 37 people to study a calendar?  Do they not have interns?  And secondly, why call it the "Democratic Change Commission?"  At last glance the Democrats controlled the White House, Senate and House.  What exactly are they looking to change?
